Project Background: On assumption of office as The Former Executive Governor of Akwa Ibom State in May 1999. Arc. (Obong) Victor Attah declared his commitment to the promotion of science and technology as a major vehicle for rapid transformation of the State. To demonstrate this commitment, he created a Bureau for Science and Technology in the office of the Governor and appointed a Special Adviser to oversee its activities.

 After extensive consultation and studies, and consistent with the National Policy on Science and Technology, the Bureau developed and Government approve the State policy for Science and Technology, and the Policy for Information Technology. Akwa Ibom State has been in the forefront in the development of such policies among the States of the Federation.

 His Excellency's second term in office witness the upgrading of the Bureau of Science and Technology to a full fledged Ministry with the Special Adviser for Science and Technology, Engr. Dr. Linus Asuquo appointed as the pioneer Commissioner

The Ministry embarked on the implementation of the Science and Technology Park with a strong Information and Communication Technology (ICT) component to realize the dreams of His Excellency
