Master-Plan Preparation Process for Ibom Science Park

The logistical sequence of activities from start to completion of the master- plan have been detailed in four steps as follows :

    Step 1: Inception and Familiarization

  • Mobilization of multi-disciplinary team

  • Collection of aerial photo, topographic maps of the site

  • Reconnaissance or reconnoiter of the site

  • Formulation of initial goals and objectives

  • The determination of master – plan format and presentation

  • Identification of the sources of secondary information and various stakeholders

  • Submission of inception report to the Ministry of Science and information Technology.

Step 2: Study stage work

  • Investigate general land-use policy in the geographic area of the site

  • Collection of existing information (EIA, EEIA studies, Geotechnical information, cadastral surveys etc)

  • Interviews with various stake holders, service providers and bodies with rights or sanction over the development

  • Analyze data and identify gaps where they exist

  • Assimilate data in appropriate digital format

  • Prepare base negative with site contours

  • Formulation and evaluation of development growth scenarios

  • Prepare draft development policies for the site

     Step 3: Draft Master-Plan

     The preparation of a master-plan report to articulate the following: 

  • Site development plans

  • Traffic strategy

  • Landscape strategy

  • Massing studies and provisions

  • Individual strategy

  • Development phasing

  • Recommendations on Implementation and cost estimates

  • Draft development policies for the site

  • Recommendations on monitoring and review of development policies

  • Presentation of Draft master-plan to the Ministry of Science and Information Technology

      Step 4: Final Master-Plan (Approval and Adoption)

  • Revising the draft master-plan to take on board comments discussed at the presentation to Ministry of Science and Information Technology

  • Submission of final master-plan to the Ministry of Science and Information Technology students within the park.
